Biographical Information:
Stephen Barcan is the firm's administrative shareholder and past chair of its Land Use/Environmental Team. His practice areas include land use and environmental law, municipal law and administrative law.
Mr. Barcan represents firm clients on matters including site plan approvals, variances, subdivisions, developer agreements, access permits, rezoning applications, environmental permits and related litigation for all types of development. He appears before municipal and county boards, and state and regional agencies. Projects on which he has provided counsel include regional malls, such as Woodbridge Center; Planned Unit Developments, such as Harbortown in Perth Amboy, The Commons at Holmdel and Hidden Lake in North Brunswick; major publishing plants, such as The New York Times facility in Edison Township; distribution centers, such as Raritan Center and the Rockefeller Group Foreign Trade Zone; petroleum terminals, refineries and service stations for Hess Corporation; office parks; supermarkets; health care facilities, such as JFK Medical Center; corporate headquarters, such as Verizon Center; religious institutions, such as Faith Fellowship Ministries, The Church of the Hills and St. George Greek Orthodox Church; and a variety of residential, commercial and manufacturing and other industrial projects.
Mr. Barcan is a member of the Board of Trustees of the Edison Arts Society. He is also past chair of the Land Use Section of the New Jersey State Bar Association and is a member of the New Jersey State and Middlesex County Bar Associations.
Mr. Barcan has lectured widely on land use and development and is a contributing author of “Commercial Real Estate Transactions in New Jersey” (ICLE, 2006 Edition) and the “Real Estate Development Reference Manual” (Lorman Education Services, 2008).
